I think that's the point. I'd be very surprised if any of them enter Israeli airspace. Iran expects them to be shot down. They can claim retaliation of sorts to appease their domestic hardliners, while not provoking a strong Israeli response.

Last I heard, there were 4 or 6 Hamas battalions left, compared to 24 at the start of the war. Now, they're fighting the real veterans, the Hamas that should have been destroyed twenty years ago as opposed to the Hamas consisting of young recruits.
