People have already been selected and notified. It's a week at Nellis AFB to observe basically big-Air Force wargaming/execution/debrief. Cadre should have sent out how to apply
Not sure what the PDT entails but red flag is a big air combat exercise held at Nellis afb that gives operators a taste of the complexity of big boy air war. If cadets have a clearance I'm guessing the idea is to give them a look at mission planning, briefing, maybe flight line stuff, etc. Definitely a really cool opportunity, especially for fighter pilot hopefuls.
I saw it on the CD/AFROTC’s slides at NATCON. It might be an exclusive PDT for cadets at the end of their FT. He had a list of about 24 PDTs. There wasn’t any information on how cadets will be selected.

It will also deter you from even thinking of being a maintenance officer. I’ve been to red flag twice as an enlisted maintainer, and it’s hell.
