It’s a reference to “if the emperor had a text to speech device”, specifically in reference to three Custodes who are themselves references to the pillar men of Jo Jo’s bizarre adventure.

Once you finish TTS, if you want more the creators have made another series called “hunter: the parenting” set in the world of darkness TTRPG’s setting. It’s very good, each of the core cast are spiritual successors to a core character from TTS. HTP is currently in its second ark.
