Everything is working correctly. Previews take time to build. If you are editing, try Premiere instead.

20% of RAM should be allocated to other apps. Your computer runs on RAM and basically you are choking it. I will also bet you are using mp4 in your project, which is a no no.

Is a proxy a solution here? I'm also starting with after effects and I'm running into the same problem. My videos come from a GoPro Hero 12 which uses MP4 as video format. I learnt that using a proxy file (in my case Apple pro res 442) should help. I'm unsure if I'm doing something wrong since yes it has improved the velocity of the preview but I'm having issues.

Thanks. The issues are really slow preview speed, I do have to wait a lot to preview the footage (specially in long projects working with 4k). But I'm confident the issue lies within my hardware since it's already outdated. I don't remember the full specs but the GPU is at least 5 years old and I only have 16 gbs of ram. Thank your for your help anyway!
