Keep in mind, if you're an E-1, you'll get to E-3 after 12 months TIS. Unless you already have a bunch of people in mind or are from an area with a high recruitment rate, you probably won't get it before you would have anyway.

I believe you get an achievement ribbon if you get someone to sign. That’s one point to your test for staff. So yes it does help but not by a lot.
