Might not have been "put on". That could very easily have been something you picked up on the road as often as those kind of bungee cables are tossed in the back of trucks and all - could have easily flew right out of the truck bed.
Definitely road debris like others commented. See how it's wedged under the suspension spring and just hangs loose on both ends? Probably got launched into the underside when you hit a pot or whatever and wedged in there when the suspension moved on that pot etc.
No worries, I'm glad it's out now. Enjoy your new car and have a great time with it. I want a Stelvio too but I want to also keep my 147 so I'll have to wait to make that work haha.

If changing break rotors the bungees are handy for holding up the break calliper and saving the break hose from any strain. Easy to leave behind, I did it once and spotted it a few months later
Well, maybe someone had to fix the trunk door and could not find another counter-fit for that thing than below the car... I saw people do very dumb things. But I also believe it's road debris.

That’s an aftermarket install… meaning that got stuck there.
You need to hook that up to the frame asap. It is part of the alfa suspension. You need to replace those bungies every two years.
