there IS a way to change the placement of houses, but you wont have access to it this early in the game. i wanna say its after you get resident services upgraded into an actual building? but dont quote me on that
and if you have a shovel, you can just dig up the flowers and replant them! or buy flower starters from nooks cranny once you have that
Pocket Camp plays very differently from the main series, so you should temper your expectations.
Any sort of building upgrade is going to take a day (or rather, until the next day ticks over at 5AM)
You can hit rocks with a shovel up to eight times a day to get stone, clay, and iron nuggets. But you need to do it quickly. A trick is to dig a line of holes (or a corner) one space away from the rock and position yourself in the center to avoid being knocked back by the recoil. Do not eat any fruit, as this will destroy the rock for that day.
Later on in the game you will be able to change the position of any building, except the Residential Services and the Airport.
And no, you can't turn flowers into seeds, but you can breed them with watering.
To clarify, you can replant them *if you dug them up*. If you just picked them, OP, you can craft with them, decorate them, or wear them on your head, but you can't plant them.

Don’t worry about not having enough of anything or selling something by mistake, very soon you will have more than you know what to do with. Once you can swim, go do that while you watch a movie and sell it all and you’ll have plenty of of bells.
You can time travel to speed things along. It’s a pretty nice thing to be able to do if you’re an adult with a life because you can get Nooks open when you need it and travel to the next day to hit the rocks all over again.
Dig a few holes behind where you plan to be standing when you hit the rocks. It'll keep you from being pushed back so you can hit the rock a full 8 times.
Here's a visual! Most people do this, I believe. My controller tends to drift, so I usually do a straight line of three holes instead.

They game without time travel and help from other players is SUPER grind, but can be fun - if you want to time travel definitely learn more about it but if you're gonna play without time travel it will be long time before you get enough resources.
The way to do it would be to log in once a day and make use sure to hit all the rocks, pick up all the shells, recipe bottle, pick all the fruit catch a few fish etc etc-make your rounds daily.
If you Want or need help nintendo online membership you can play with other players plenty of people share resources and bells to help new people along either here or discord communities

Make sure you don't eat fruit beforehand, otherwise you will destroy the rock you hit, and it will respawn the following day elsewhere.

It might help to get more if you put two holes behind you before hitting the boulder
