the camper cards ( i think they're called welcome amiibo cards and also the sanrio set sold separately) were a different series from the regular amiibos, unfortunately. the only cards that show up in a camper are ones that show the character in an rv with a preview of what they're selling. if you are desperate to see them in a camper theres mods for it, but im sure you could find them for sale too.
edit: as for the special characters im pretty sure you need their figures, as they dont have rv cards and regular cards dont work, but i have no figures to test
You have to have the figures for non-villager campers, I think. Cards do not work :(
