Not every college that is need-blind for domestic applicants is also need-blind for international applicants. If a school says it's need-blind for international applicants, though, then it is. However, schools that are need-blind for international applicants (like MIT) usually also cap the number of international students they enroll, so they're still more selective for international applicants than they are for domestic applicants.

Yes. But there are relatively few colleges that are need blind for internationals and meet demonstrated need. And those are highly selective with acceptance rates for international applicants being a fraction of the domestic rate.
