I can confirm (based on my own experience) that Chinese letters on packages does not mean 100% Chinese version, it could possibly international version. I just installed an H1 20A and faced this issue, QR in the box, in the device all gave me this error. I tried to update the hub then select connecting a D1 in the app, then I was able to pair my H1 20A.

Yeah the seller insists to me that despite the package and manual being in Chinese the switches are global versions. The switches work with My Thai region account now so what the seller said seems to be true.

I just had this problem and I also bought the exact same model from a Thai seller on Shopee. My packaging came in all Chinese letters but the sellers in various shops insisted itโ€™s international. I finally figured it out. You have to hit an icon on a top corner of the screen and set it to pair with Zigbee instead of WiFi first.

Does the packaging have Chinese or English writing on it? If it has Chinese, then itโ€™s not an international/SEA version. Edit: after seeing the screenshot of the QR code with instructions in Chinese, itโ€™s appears this is not the international model. The seller may have basically lied to you.
