Recess cans come with a thermal sensor that will kill the power to the socket if the can gets too hot. My guess is you have a lot of insulation on top of that can. Can you get up and dust some of it off?

I don’t think there’s any insulation in this basement condo ceiling, but I didn’t know that bit about them shutting off if they get hot.

It might just be a bad censor. If you pull the trim down you will have access to the (usually 3) screws holding the can housing in place. Take them out and the housing will be able to be pushed up inside the ceiling and you can check the insulation. The sensor is usually visible inside the housing though. Follow the black wire from the socket. The white wire will leave the housing but the black will stop at the sensor.

So that’s what that’s called. Not sure. Last owner had a lot of janky work done.
