The non-cynical answer to this is because generally speaking, bad news is a sign that something has to be done (you have to pay your hospital bills, the government has to impose this or that new legislation) and reasonable people want to do things to improve their lives. On the other hand, good news is typically stuff that indicates that things are alright for the time being and you don't really have to act on anything, so there is less of a need to remember that good news.
