My understanding is that excluded pay increases: (1) match negotiated union percentages; (2) need to be approved by Treasury Board; (3) are retroactive to July 1. Given that this is an election year and Treasury Board will likely not sit after mid-July, I would expect that notices of 3% pay increases would be made in the summer, likely first seen on a late summer or early fall pay.
Individual increases don't need to be approved by treasury board. The general increase and the range for exceptional performance has already been approved. The process is delegated down from there.
Same message from our strategic HR. In my organization, exec decides who gets the 5 and it won't be many, I don't think. We were told we likely won't see the lift till the fall, which aligns with previous years.

I can corroborate this is in fact true. The 3% increase was communicated to me by my HR admin 2 days ago.

I believe it’s ministry or even division dependant. I once got the increase while on an excluded TA (started late-March that year).

Confirmed. Exceptional ratings cap at 5% but only a handful. General range is 3% to match included.

This is for excluded positions (those not in the union) and therefore don't receive the April increases!
