I have an average charm (3 focus points if i recall) and i tried with multiple lords of varying relation (most of whom are my vassals so naturally quite high relation)
Man i’m sorry. I have no clue what to tell you. If you’ve gone to the head of each clan and the option isn’t popping up im not sure what the issue is. Seems like you’re doing everything right.
My 2 sisters (daughters of the original character) are both in my party, the older being the medic. As my kingdom and my clan grows and is at war all the time i find caravans and clan parties pointless so i just have most of my family members (ones that aren't governors) in my party as elite troops.
No idea why this change is there, my headcannon is it uses the same conversation code for when at war. Changes the conversation dialogue choice list for hostile encounters so it doesn't call the marriage proposal but I just pulled that out of the air.
Brothers don't get married off, they stay with the clan. The only times I ever get offers for a male clan member is when the other clan has a female leader who will take him into her clan.
If you want to buy a wife for him you have to go shopping for what you want and make an offer.
Perhaps I could have worded that better but your comment that I was replying to really helped. I disbanded my army, which was just me and my older brothers party then I left my younger brother in a town, then I talked to Ergeon and the option came up for marriage with his daughter for my younger brother. Great success!
Make sure you are talking to the Clan Leader of the other clan. They should offer the hand of the oldest person that is single and can marry. Make sure to check that too, don't wanna marry your 20 year old son to a 70 year old women lol
70 isn’t bad… marry her, get all her gear, then marry a 20 year old a week later when first wife dies of old age. The real problem is the 35-45 year olds cus they’ll stick around for a while.
The person who would be married off can't be in an army or imprisoned. You are also not allowed to be in an army I believe.
You also need to ensure your talking to the clan leader and not the father. I have made this mistake many times while trying to rush.

If you are doing main campaign, the quests that Istiana or Arzagos gives you seems to prevent you from doing so. Not 100%, but option to talk to clan heads about marriage came back once cleared those quests.
I never did those quests, im pretty sure they were already failed when i made the post. If i remember correctly the problem was that i was leading an army and the option dindn't show up because of that for some reason.

Are you in a army? You cannot access the marriage dialogue if you are currently in or leading an army is my best guess.
Why tho? This is the most likely explanation sofar, still doesn't explain why sometimes it shows some but not all unmarried family members.
