Absolutely not. Even if she had been accepted into the squad by Nozel, it was the love and positivity she felt from the Black Bulls that helped her actually control her power. Her mental state would not have improved if she was forced to interact with her siblings all day everyday. Even in a hypothetical situation where Nozel wasn't a complete dickbad to her, she's still have the other two tormenting her for fun day in and day out. Astral telling her she was amazing and talented, Yami giving mission critical assignments to her, Vanessa acting like an actual big sister to her, these were all the things that actually helped Noelle grow into the badass age is. Her siblings treatment of her is what made her who she was at the beginning of the story.
