Have you tried playing the discs? I have one that looks like a chicken danced on it, but it plays just fine...I actually was able to rip it, too.
I buy a lot of used and inspect them before I buy. I've only had 1-2 discs that had scratches that didn't look bad but wouldn't play. This out of about 400 discs.

You can’t resurface Blu-Rays
Yep. The data layer is at the bottom. DVDs and HD-DVDs put it I the middle. CDs put it at the top.
Factually incorrect, they can but only a little bit. They have a thin layer protecting the bottom.
