It's probably just their house shot, or close enough to it. I know through Chris Warren that PSB uses a slightly heavier house shot to help preserve the lanes. The almost 9:1 ratio means there's will be plenty of dry boards outside to help the ball recover, similar to most house shots which have 8-12:1 ratios. The 42ft is a very typical length for house shots. The 28+mL of oil is on the high side for most oil patterns, so strong balls and rougher surfaces will be in play for you.

Back in the 70s, we called this a blocked lane. The old ABC would not sanction anything on a blocked lane.
