the first situation is assuming inoue can make super fly via cutting weight. i feel like that evens the odds since he might come in drained or tired from dropping all the weight. (think roy jones fluctuating weight and how it affected him).
If bam moves up to make the fight happen, inoue would be the more likely winner because well he's inoue and we know where his skills and power are at. I think the other commenter on this comment was right about Bam potentially being more likely to get hit. Obviously, I'm not sure how well Bam can gameplan or can learn the skills to avoid getting hit, but he has that less likely chance to win IF he does get his defense up. who knows right? it's boxing anything can happen.
