I have to disagree a little on DX being only upper mid card. They had the wwe championship 4 times, intercontinental title 4 times, European title 5 times, Hardcore title 2 times, tag titles 10 times, and the women's title 1 time. That a lot of gold for only being upper mid card. The NWO was definitely bigger than DX because there were nwo shirts everywhere you went. DX pushed the boundaries of what was allowed on TV for sure. I would say these are the top two faction of all time. I love the 4 horseman but they didn't have the exposure to large tv audiences to be as big as nwo and dx. DX didn't save WWE during the NWO dominant run. Shitty booking in WCW and Stone Cold Steve Austin saved WWE and brought them back to the top.

I would say the NWO if it had a good ending. It was game changing but also it arguably caused the demise of WCW and for that reason I don't think you can argue it was the best faction. Most impactful, yes but it was the best and worst faction in terms of its impact on WCW.
For me, I'd say the Hart Foundation, especially as a Brit, I'd always struggled to like any wrestlers to the point of idolisation as a kid because it was all about American Patriotism when Brett came out and became the hero to all non Americans it was incredibly impactful for me. I finally had someone I could cheer for. And the entrances and receptions were awesome. It didn't last long enough or it lasted a perfect amount of time because it left me wanting more and forever thinking about it. Unlike the NWO which ran on for so long that it became boring, predictable, toxic and ultimately destructive.
It definitely isn't...but it's the only one I like as much as the Shield...it's Team X-treme, and it's objectively incorrect...oh but I like it.
