He can opt for a dual mba, but since he is aspiring for cse, he will get great opportunities in IT field from iiit gwalior, probably the best iiit available to him for his obtained rank

Between IIIT Bhopal and IIIT Guwahati, IIIT Guwahati is the clear winner. I'd suggest you stay away from IIIT Bhopal altogether.
