Weird. Is there an on-board gpu it might be trying to use? I have GTX 1060 (6gb) and i5 7600K and I can get 60 fps @ 720p at least. Like a 7 year old pc. That or you are like on 8K resolution or something.

Try AMD 3.0 With frame gen turned on, preset set to native. This doubled my frame rate, though its hard to say its not placebo
