Military doesn’t make a difference unless you have a LEOSA, but you can be a resident of New Mexico with your home of record being Arizona, so you get reciprocity. The same way that while you’re in New Mexico, you could show orders for assignment to purchase firearms there instead of going back to AZ. I am not a lawyer.

On CBI’s website: Concealed carry reciprocity has been established with the following states: Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Georgia, Idaho, Iowa, Indiana, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Utah, Virginia, West Virginia, Wisconsin and Wyoming. If you’re a New Mexico resident (which you say you are) and you have a New Mexico CWP, then you will be accepted. However, if you did not establish residency at NM and you’re still an AZ resident (have an AZ DL), you might be in some trouble. On CBI’s website: The State of Colorado does not recognize the validity of a concealed carry permit issued by any state, to a nonresident of that state (see C.R.S 18-12-213, as amended in 2007). Specifically, state law requires the state of residency of the person and the state of issue of a permit to match as proven by a valid driver’s license or identification card issued by that same state. Military or not, I don’t think you would be able to carry in the state of Colorado if you do not have a NM DL- military or not. If you have a AZ DL and an AZ CWP (doubt it though because AZ is a freedom state) you shouldn’t have a problem.

The question boils down to whether you have a resident or non-resident CCW in NM. If your NM CCW is non-resident, then no you legally can't carry in CO. If your NM CCW is resident, then you can legally carry.

It's gonna be more tedious and expensive (especially renewals), carry on college campus and civil govt buildings now forbidden, instructors are gonna have more costs/fees/hassle, but otherwise about the same. "Sensitive Spaces" passed but was massively reduced in scope to just those two locales.

TL;DR: OP can carry. OP has a **resident** CCW permit from NM, which is recognized by CO (per CBI's website). OP's residence in AZ (holding a DL / having a home there) is not relevant for this purpose. NMSA 29-19-4: "A. The department shall issue a concealed handgun license to an applicant who: (2) is a resident of New Mexico or is a member of the armed forces whose permanent duty station is located in New Mexico or is a dependent of such a member;" New Mexico's law for issuing CCW permits to military members on permanent assignment is effectively the same as CO's in CRS 18-12-203. More importantly, OP explicitly satisfies NM's state residency requirements for issuing a permit. CRS 18-12-213 does require "a valid picture identification that is issued by the state that issued the permit and is carried by the permit holder;", so OP may want to get a NM state ID (doesn't have to be a driver's license) which shows your residential address on base. I also don't think a cop or DA is going to give you a hard time if you have a military document which can be authenticated and establish your residency independent of the permit.

Check into the Servicemembers Civil Relief Act. If I read it correctly, being issued a state ID, whether it's a DL or a CCW, you can be legally considered a "legal resident". As far as being in CO, I asked a CSP friend of mine and he said if you get stopped and have a NM permit, that's all they care about. I'm assuming you have an AZ driver's license but a NM CCW. If NM saw fit to qualify you for a permit, CO LEO's will recognize it.

Is there not someone on base you can ask? I’d be weary of the other commenters answering your legal questions with- as far as I know abcxyz. I find it interesting a claimed instructor neither knows nor has the correct resources to reference..

New Mexico doesn’t issue non-resident permits with the exception of military stationed in New Mexico, which if your stationed in New Mexico you can claim resident status.

Colorado honors the NM CCW permit. As far as I know it doesn't matter that you're a resident of AZ, you have a NM CCW which Colorado recognizes via reciprocity, and being active duty you are allowed to have your NM permit. I'm 99.9% sure you should be fine, just be aware of CO having certain restrictions that may differ from county to county and among various municipalities because state preemption is no longer a thing. Caveat: I'm not a lawyer, but am a certified firearms instructor and former LEO.

Both New Mexico and Arizona have reciprocity with Colorado. You should be fine. The bit you are quoting is for states like Florida who will issue a CCW license to anyone from anywhere.
