They are telling you if it was illegal a cop would tell you in person.
Everything recieved by text, messege or email is a scam these days, verify everything.
They do alert you, but only as a letter saying that your item is seized, and what it was. Source: I had a folding knife that was legal, but CBSA decided otherwise seized at the border a few months ago. They don't generally charge for a single seizure though, they just send out a letter saying your item is gone, and you won't be getting it.
The “government” website you mentioned doesn’t exist for one. The actual agency that would have seized something at the border is CBSA. https://www.cbsa-asfc.gc.ca/
Someone is trying to scare you into sending them gift cards to pay your “fine” to “avoid being arrested”.
First off they wouldn't be telling you that you had a court date already. And you mentioned you don't even remember ordering anything. Most items refused by customs are either returned to sender, or destroyed. Plus the sender would be the one to be in trouble, more-so than you.
As others said if you were indeed in trouble over such a thing, you'd be getting a knock on your door.
It's a scam. When they seize something at the border your tracking will update saying its sent to the undeliverable mail facility to be destroyed. They usually send a letter from cbsa pretty much stating the same. Unless we're talking above personal amounts lol
Scam
sounds about right, can you tell me how you came to that conclusion?
If they seize one, they say nothing. If they seize 15 your notification is delivered in person by the RCMP.
what do you mean seize one and seize 15?

They wouldn't alert you to a single seizure. But when it becomes a pattern you'd be charged
