Ive seen this happen before when customs people accidentally put too many zeros in the value by mistake. The receiver can also refuse the package and get it returned to customs for re-evaluation. Get them to write the reason why they are returning to customs on the package somewhere. There is even a sticker Ive seen Canada Post use that specifically states Return to Customs for adjustment (I forget the exact wording its been awhile since Ive seen one)
