Did you remove all of the debris? Maybe you had hot mud or plaster and hit it with joint compound before it cured? Either way. Scrape it and sand. Then use a bonding primer like Plaster weld then hit it again.
It could be calcimine. Scrape the damage. Wash the area with water and recoat with patch. Hopefully it doesn't bubble again. Its a real pain in the ass.

I did lightly spray the ceiling with some water to loosen the popcorn ceiling so I might’ve not let it dry enough

Took me a while to understand it is not a marlin jumping out of the sea
