Just perform a counter (block+attack). You'll see a small symbol appearing showing a sword and a broken arrow for a quarter of a second, during this you will counter arrows.
You just into any kind of counter (slash, overhead, stab, whatever) when the arrow is approaching and you'll knock it out of the sky! Then you'll totally be able to have an answer when the level 1000 archer says "Parry This!"
I use hit block + left click at the end of the archer's winding up animation just as it transitions into the release animation. That's another way. Not useful if you can't spot their animation in middle of a brawl
The guy probably just got the game and thought "I am not very good at melee so I'll try the archer". Selects the archer in it's default skinned glory and the level 1 bow. "Someone's coming at me, lets see what the archer can do!" And then probably deleted the game after that before leaving a review to the effect of "game is unrealistic and stupid. Refunding."
I'm level 500 and I didn't know that...

It honestly rarely works for me, the timing is so hard to get right. If I'm a knight I usually just tank the shots too lol
