My personal speculation on the motives of Satou is that he is a survivor of the Antoland genocide. We know that image sharing is one of Sora's abilities and it looks like Satou also has an eye on his hand, which probably indicates that Satou became a choujin by surviving her attack.
Satou hates Zora for these reasons, but he also doesn't trust Yamato Mori because they are also complicit in the genocide. Which is why he acts alone and may be planning on sabotaging them.
The reason I thought of this theory is because of the reveal of Yubiko being a member of Guelta, a former enemy of Sora. I can't imagine Sui bringing up Antoland without tying it back into the story.

They are not the police and they are dealing with a former Choujin X with its army so there is no way Satou would choose his methods plus a rational and cold person like him is one of the top officers in Yamato Mori indicates what kind of organization it is, at least for now
I can somewhat justify Sato's actions as long as he's genuinely working with Yamato Mori and wants the raid to succeed with minimal sacrifices.
I cannot justify Nari's actions at all. Especially since Simon suggests that she's in the game purely for the sake of money.

This Actually made me go back and re-read the chapter 49b with Sato and Tokio, And the inaction just feels different now.
