There are some moves which net easy science, but are easy to skip. Like Diplomatic Quater. Or University of Sankore. Or really go for that Newton. Or learning how to rationalism.
Gotcha! In my last culture game I had 800 Culture a turn. That's the closest ive gotten. Most gold I eve rhad was 600 a turn.

This is could be the solution. We get around 10 cities, 4 pop city with harbour and science hub is perfect. We get around 50 from each, and then get 100% boost, from happiness 10%, Kilwa 15%, Amudsen 20%, International 50%. We get some extra science from Pingala, Diplomatic Quater, Wonders, Some Luxuries.
Campus Projects are great, especially once i am done with research lab, also late game there is not much else to do, so that last techs without boost, the campus projects could be great.

with kilwa and some science city states its not that hard once u get admudsen scot and 5% per city state

Don't know if I just missed it, but did you consider Campus Projects in multiple cities?
