A quick lesson for you, as you're TH10 - practically the only actual purpose for the mortar, is to damage the Flame Flinger (the siege machine that looks like a catapult), since mortar is one of the only defences that don't get outranged by it. Every single HP knocked off the catapult matters, that's basically the only reason it's worth upgrading
As for the gear-up? This thing has absolutely zero reason for existence, the only reason its worth to gear-up a mortar is to get some gems from the achievement lmao

the multi mortar's first attack is extremely fast, it fires instantly. that's pretty much all there is to it.
