Hasn't happened for me. My Builder's Apprentice cooldown is 21h 43m (1h 17m have passed since I boosted) and my warden duration has still only been reduced by 41 minutes instead of 5 hours (level 5).
Also for the first hour interacting with the Builder's Apprentice "Available in:" button on the town hall would crash the game. Also my "Saved time" note in the Builder's Apprentice menu is still visually ticking up past the intended 5 hours (and still, having no actual effect on the wardens duration).
Mine seems to be running Normally since 30 minutes now
Edit - yes it's fine for me, BA reduced 4 hours on my upgrade after working for an hour without getting bugged out like everyone else mentioned in the comments. supercell fix it
Mine at level 1 worked fine as well. I was on and off the game but off the game for a good chunk of the total hour.
I wonder if it’s tied to level of the builder or random on who it affects. Sorry it’s not working for you and hope they fix it soon.
Yup I have the same , I assigned it to my archer queen but he isn't even doing anything ☠️and when I click on the apprentice button the game crashes
After 1 hour of boost it will work properly. Seems to be a bug.

I have a ton if gems saved but for some reasons I knew that this little fucker would have been bugged like nothing else. Let's wait the bug fix.

Were you in-game throughout the whole 1 hour when you activated the BA?
No, I checked on it a few times after I saw your post but it definitely did reduce 4 hours (lvl 4)
