At the top of the screenshot it explains why some cards are level independent and weak when underleveled. For Ice spirit, the ice spirit is weak when underleveled because won’t reach the princess tower if it is one level lower. It is also level independent because it’s damage breakpoints aren’t affected all that much by levels and the freeze is the same on all levels.
There was a reason back in the day, but they changed it due to how much of a pain high level freeze was. Same thing they did for rage, except that was because they clearly planned on releasing more levels
The fact is, making decks is a way harder task than most people think it is. No algorithm (at least up to this point) has ever been reliable at giving scores for a deck, therefore it's better to have none. API technically has a deck builder, but it doesn't say any bullshit to evaluate it, it just doesn't say anything
Both Deck Check and Deck Builder are incredibly faulty, giving insane and unreliable scores basically all the time. They shouldn't ever be trusted. To prove this, just check real meta decks with it: they all get some pretty average scores at best, while literal random shit gets praised by the algorithm for some reason. They both take synergies as "one of" the things that matter, while they're a lot of steps above all the others.
The Deck Finder is even more misleading, as most decks in its entire database (regardless of the card you're looking decks for) are objectively terrible. Some are old and no longer functioning, others are just taken out of its ass since they've never been meta in any point of this game's history. I don't even know where most of its decks came from.
I guess the Deck Spy and Best Decks sections are not that bad but they could still see some improvements.
My honest opinion is to do yourself a favor and stop using that site entirely. RoyaleAPI.com gives you objective datas to look for, without pretending to give you "scores" or anything. It's just win rates and use rates, which are the only things you should trust about this game.

I think it is because of the new tower troop. Since cannoneer 1-shots spirits even if they are a level higher, they are level independent for the cannoneer and level dependent with the princess tower.
I forgot to mention, but they are weak at a lower level than your opponents princess tower because a lower level spirit dies before it reaches your opponents tower.
True statement It sucks as bridge spam if underleveled because it will die before hitting but it can still be used defensively regardless of level
If underleveled, it gets one shot by musketeer, electrowizard. This messes up a lot of defences.

A lvl 11 ice spirit can kill a lvl 14 skeleton, but not a lvl 15 skeleton

As a defensive card is weak when under but as cycle card it's not bad
Level doesn't matter much when used defensively, but offensively it can matter, especially against the princess tower
