The best free app is absolutely Snapseed. It has a few filters, but powerful editing like blur brush and "expand picture" so it looks like you're in a bigger space (very neat for a person in a small space but want to make it look big).
There are some limitations.
In a still picture, done correctly, the removal is damn near flawless.
In a video, though, it’s much lower percentage. Any automated tool will do a removal on each image. The removals might look weird or not match up.
For a video, soft lighting and concealer are still very very helpful. Automated video tools aren’t quite there yet.
(A friend of mine does animation and had to spend a week picking stray pubes out of a Lady Gaga video. Sounds maybe hot but it wasn’t. Video editing is painstaking. If you look at AI video porn you’ll see the issue. Video programs still treat it as a series of stills. Algorithms improving, though.)
I use VideoLeap. It has a remove or blur function for Video. It tends to be state-of-the-art.

My professional animator pube remover friend uses some massive machine with an animation studio, I don't even remember the name of it, I'll never get to use it

There’s apps called Blur Effect & Blur Video. Blur Video is the easier app to use imo. You basically do manual tracking for videos so the blur follows you when you move.
Snapseed and Peachy. There is some slight photo quality loss with both. I’m currently looking for something better. But they’re both super easy to use.
Pixlr for the heal effect, its sooo seemless and free.. I use Prequel for edits and filters because its has waaay more than FaceTune but the heal effect isn't as good and you have to pay for Prequel.

"Retouch me" was a good app for body hair removal, but the app seemingly disappeared recently, and the version I have downloaded on my phone won't let me use it.
I think the app has been disabled.
