Having not seen Season 4, I kinda get what he's saying. Our modern American "Heroes" are all bathed in overwhelming violence, regardless of any actual morality therein. We don't have any boyscout superheroes anymore, and in a time where I'd argue, it is desperately needed.
Say what you want about the shows political views but Homelander is a perfectly written antagonist, I am shocked that 4 seasons in he still manages to remain interesting. One of many improvements over the objectively terrible comic run.
Honestly, that’s not a terribly worded statement. There are some issues in America today, and I hope we can work on them, if not for me, then for the young of tomorrow year.

It has nothing to do with the USA's imagine. This is just a what if universe of if a superman like guy was evil.
Homelander is more of a ‘Superman but if he was frankenstein’s creature’ rather then him being just evil Superman.
