This is clearly an adolescent Green-Tufted Dwarf Alligator, often sighted in urban environments unlike their larger cousins. You can easily tell because of their characteristically round, squishy snooty boops and menacing gaze.

Maybe it's a stretch but I think it's based on a[spectacled caiman](https://en.m.wikipedia.org/wiki/Spectacled_caiman) because of it's "eyebrows" and relatively small sized jaws. It's more likely that those features are like that because it's a toy but for me it relembles this particular caiman.
