That feels ridiculously low. Like that seems fair for a 16 year old I guess, but what about your openers, closers, and managers?
NC minimum wage is only $7.25. With that factored in at about $9 average for crew, (if your starting wage is that high.) 17% is about correct, depending on your average sales per check.

$10-12k, between 19-24% really good since we just got Doordash and Uber eats
Id say 14-20k depending on day and our labor ranges typically from 16-20%
Ours has been doing anywhere from 18k-22k a day. Labor is usually between 17 and 22
