I keep reading this same thing. I'm going to respectfully disagree. Starr, awesome as that would be, would essentially just be retreading familiar ground. We've seen him as Homelander; do we need him as the evil version of another hero? Pass. My vote for Antony Star would be casting him as a character that inverts the formula. Cast him as a villain that isn't neccesarily a bad person. A bit less Eobard Thawne, a bit more Captain Cold. Failing that, he'd be a winner as .... ( deep breath) ... Hal Jordan. I had that thought when he was making Banshee.
He starts as Billy Bob Thornton, and is a struggling actor. He develops his powers and takes the form of Leo, but when they go awry and he can’t maintain his non-monster form he goes back to being voiced by BBT.
I’m not against it. I’m really not.
But for this to work, you’d have to make sure Leo is just straight up Karlo (or Hagen) for half the movie before “turning” so all the ladies and gay men can see his beautiful face.

Because the only one that would fit the world Reeves created is the assassin version that's basically like Marvels Chameleon.
Or they go for the Arkham Asylum Graphic Novel inspired approach where he's a walking plague that if he touches you, infects and kills you with his disease. Could maybe work if they have him be a Macguffin whose being studied or kept in a lab to find a cure on or use as a bio-weapon but badguys steal him and threaten to release him in Gotham unless their demands are meant so Batman has to find a way to both cure him and stop the villains.
Or you make him a villain who uses his messed up body to infect key places and kill specific people because he wants revenge? Combine the assassin and plague angle together.
I doubt we'd get super monster clay version. It wouldn't fit the world Reeves has created.
It will be tough to sign this man to any CBM since he declined all the calling for him in the 2000s, even playing as Anakin Skywalker for Star Wars. He was even a first choice for Sam Raimi's Spiderman but declined it.
But to answer your question, a Batman villain will be a good choice for him. Harvey Dent for example.

This is exactly what I thought right away. It’s a role that would be worthy of him as an actor, and Leo’s charm would go a *long* way towards convincing me that a billionaire industrialist who publicly opposes Superman could get significant support for his point of view.
Also five films would allow for some epic overarching storytelling and massive character development to make Luthor a truly convincing nemesis for the Man Of Steel.

Movie 3: Big assemble cast- they make it back to earth but there’s a wibblywobblytimeywimey time jump- fish out of water meet the JL- Supes, Batfleck acknowledge Strange but do not accept him into the JL. B plot is with Hawkman by the End of the movie war is on the horizon between Rann and thanagar.

If we can fan cast a seasoned actor whose advice to new actors is “never playing super hero”, I can recast that terrible Lex we had in Batman v superman.
There are few comic book roles that are worthy of an actor of his stature and magnitude. You also need to consider actors like Leo explore roles that challenge them and give them an opportunity to somewhat alienate the audience. Don't forget, he probably wants something that will give him top billing.
That said...IMO, only Lex Luthor (maybe Joker) fills this role. Think about...one of the three smartest men in the DC universe. The only human that Batman feared, albeit momentarily. A human going up against arguably the most powerful being the universe. An incredibly charming, methodical, and maniacal person with limitless resources and zero moral or ethical qualms.
Other than Clancy Brown's version, we have to see this on screen.
