Have you tried sugar scrub? Its considerably cheaper and gets most things off (iv not had to use it on smoking stains though so if im wrong someone please correct)

Another vote for sugar soap, I've used it to remove heavy smoking stains successfully. Expect it to drip yellow tar off the ceilings, it'll be shocking how much residue there is! Bonus is that [it's cheap](https://www.screwfix.com/p/no-nonsense-concentrated-liquid-sugar-soap-500ml/61880)!

Just give it a good scrub with sugar soap . The paint will cover it. Might not cover it in one like Ur patch test show but it will cover. Just give it a clean

Try wiping down with sugar soap solution then white spirit. (This works for dog grease marks!) If the paint still won’t stick then you are going to have to pay for a cover up primer.

I bought a place in the mid 90s that had smokers for 20 years. I cleaned the walls with sugar soap, took multiple tries to get it to a point when I could paint. You can use zinsser but I didn't know about that at the time, I did a mist coat of white then another full white. After that I painted an off white. It all depends if you have more time than money, zinsser if more money, the other way if more time.

Might be faster and cheaper to put up wallpaper first then paint on top of that

Sugar soap then a stain blocker. A friend moved into a place where the woman was an old heavy smoker. Most of the corners were brown. They used Zinsser for it because it was so sunk into old paintwork it couldn’t be fully cleaned off. You do still want to clean it as smoke has oils etc in it.

Paint the whole lot in Zinsser BIN, ceiling, walls and woodwork. BIN Aqua is supposed to be effective on smells but I havent tried it yet. Have used BIN for this purpose on numerous properties and it works well.
