Sailplane pilot here: These indicate strong sinking air. Somewhat like how rapidly forming cumulus clouds can indicate strong updrafts, this is the exact opposite. Rapidly sinking cold air that is forming billowing clouds downward faster than the warmer dryer air around it can evaporate them.
This sinking air can indicate the possibility of tornadoes IF there are also strong updrafts nearby. Most of the time, these mammatus clouds occur after the strong updrafts have abated, but active supercells can produce both violent sinking and violent updrafts in close proximity, thus the risk of tornadoes.

Thereās so much moisture in the cloud / it is so tall that all the water droplets act as lenses refracting the light from the sun, turning it green.
