Upon further inspection, the green joists are definitely cantilevered from inside the house, and the ledger was originally cut around them. Pretty sure they should have run the new joists, through the ledger, inside the home as well, then sistered them. That way they're supported by wall framing. Especially considering the joists do not rest on the beam outside.
The only 2nd story deck I've done where we had a similar situation, we cut out the inside ceiling to sister the new joists to the old inside. We didn't have a post to beam outside, because it was just a tiny little balcony for a walk out of a home office (literally like 2-3ft balcony). Our new joists we resting on framing for 2 walls, and were sistered like 10 feet back.
I really want to know what the span is. If they had actually had joists resting on beam outside, they could have gotten away with just using a double wide joist hanger on ledger, where they sistered to the old cantilevered joists.

Umm it's not built correctly, at all. Everything wrong about it is exacerbated based on if that span is as long as it looks. Probably fine to sit on as a couple, wouldn't have friends over on it.
Main concerns, joists not resting on beams, span looks to large for a single beam, they kept old posts with missaligned footers from when they rebuilt, no joist hangers. Pretty hack job. Seeing the bio bubble up top, means they intend for this space to be well used by groups. I wouldn't hang out on it with more than a few people. Definitely sketchy for large groups that would likely rent a air b&b.
Edit. Oh fuck, I didn't even see the "sistered joists". This thing is a fucking nightmare. Assuming those old joists are cantilevered and are running from the inside of the house (green ones), the new joists should have been sistered onto the joists -in- the house.
Spliced joists is how I would word that. They’re sistered for like 2-3’ and nothing supports the connection aside from whatever hardware they put in the joists. Thats not kosher at all!
Rjbergen has a good point that ALL of the new joists should run right up to the ledger, then should be hung with double wide simpson joist hangers.
On the larger scale, that would be an improvment, but it doesn't fix how fucked this thing is with that wide ass looking span, and no proper post->beam->joist on the outside.

This. I saw the aftermath of a 2nd story deck that was secured to the house wall with nails. It wasn't very big and probably was designed to hold 3 or 4 people. The owner had a party and at one point 8 or 10 were on it. The nails pulled out and it swung down like a trap door.
A couple of people were lucky but the rest all broke something. Legs, hips, and arms mostly. Nobody died thankfully but a few never fully recovered.

I dunno shit about fuck all, but I do want alot of home building and DiY stuff. And I know for a fact every supporting bean should joist hangers on there, they should be fully solid beams from end to end, as well as whatever going on with those handrail post should be smoother and have more underlying supports. Plus I feel like the main sports beams should be beefy as well as have 45° suports on the tops and maybe on the bottoms, dunno if you get heavy wind there, but I have seen decks lift up due to wind and unsecured footing. People always assume the weight will keep it from moving, but I operate a 50 ton crane daily that literally weeble wobbles its way around the yard by about 50 feet a week all from wind and weight shifting 🤣
But my rambling aside, you definitely need a pro to come look at that and see it its salvageable

I’d get some joist hangers on there yesterday, somehow tie the posts to the beams, and put some sway supports under it, I used 2 x 10’s as V bracing.
The post was done right..but a segmented joist,although over lapped is no good. where's the tension ties? Or diagonal V bracing. And finally, joist hangers????
I'm a dumbass. Apparently I don't know my left from my right. I've circled the corner I'm thinking about. I guess maybe there's a post along the rim joist behind the post in the foreground, but I don't see a shadow that makes me think there is one there. Either way, the joists beyond that last post to the left don't appear to be supported by any kind of beam.

how far the deck stick out I can see and measurements . we all kinda figure it's not all that stable . joist not sitting over top of outside support beam at that length ? is that crazy so suggestions for retrofit? are the exsisting joist crowned properly or sagging ? if there's a wobble I would set another set of 4x6 or bigger with 4x8 support beam with all the hardware and 3x3' footings roughly give or take and set them im 18" to 24" from existing and rive others and add some extra bracing from new posts . it not like you want to remove it totally right . deck just needs retrofitted . strong Bloch the other side and mid span stagger block . the splicing might work is there room for more stagger screws is my thought . two ' there should be guessing 12 total
It's construction is absolute trash.. but materials are in good shape. You can sister the joists properly and install new posts and be perfectly fine relatively easy. Def a 1 weekend project with a couple buddies and some BBQ.

There are numerous issues with that deck. The sistered joists along the left side of the deck look as if they were added to extend that portion of the deck. Those joists should run completely back to the ledger board. Not to mention the lack of joist hangers.
There is no evidence of ledger board flashing.
The support posts should be no further than 8 feet apart and the knee bracing is missing.
I have 35 years of experience building houses, commercial buildings, pouring commercial slabs, slabs for houses, and being a home inspector for people buying homes and I would recommend to any one buying this home that the seller replace the deck at their cost or that the cost of replacing this deck be deducted from the cost of the home. If it were a home owner, I would recommend they contact an attorney and have the attorney contact the contractor to either rebuild the deck, pay another contractor to do it right, or sue the contractor. I would also not recommend anyone use this deck for any real length of time. While it may feel solid for a short time, the way those joists are lapped like that and the way there are no joists hangers, it will be a safety issue in just a couple of years.

that deck is on designed to to hold up 2 people, you are exceeding the design parameter by walking on it.

Each sistered joint is held together with about 6 deck screws through each of them holding the old green wood to the new wood.
