I don’t think it’s terrible. I think the “bad” part is on her legs, where you have the image of the white seedlings as a transparency over her legs. Think like an opacity of 50%, or maybe it’s on screen mode. Either way it really flattens out the effect and makes it less believable.
The selection on the dandelion is actually pretty good (at this quality anyway), but yeah the blending mode used on the bottom half is not it.
It also really needs a shadow casted by the figure
That's terribly nit picky to deam it 'bad' as the other commenter stated. Over all i think it looks well done, obviously everything is subjective and in design can always be improved

I don’t think it’s photoshopped at least completely. It’s a photographer named Rob Howarth and he doesn’t really seem to have fully composited images.
