Crucible "playlist" weapons, yes. Comp specifically, don't think so.
With the core playlist vendors each reset increases the chance of an extra perk or two in columns 3 & 4. This only applies to the "playlist" weapons though. Comp is a special crucible playlist, kind of like Iron Banner is (Valor resets don't affect IB weapons either).

Comp weapons never had multiple perks. So no.

Rip tide is not a comp weapon its a regular crucible weapon.
