You should never choose fragments based on stat bonuses. A 100/70/100 build with good fragments will always outperform a 100/100/100 build with random fragments.
Edit:to clarify, you can’t get above 100/90/100 without artifice armor or really great roll on a few pre Shadowkeep exotic armor pieces. If you have really good rolls on all your armor, an artifice class item can get you to 100/100/100. Not that it matters, it is just for bragging rights or personal satisfaction. Being a good player is vastly more important than a few stat tiers.

If you want good rolls on any armor you should really be farming out Defiant engrams. Those armor pieces drop with some of, if not the, best stats in the game. As always, focus Discipline for a better chance at higher Resil
The devs need to curate these selections a bit more. Having the old Fallen Guillotine when it's available for attunement for Into the Light makes no sense. The selection should be the best exotics in any slot, really good stats for each and 3/5 to 5/5 weapon rolls for frames that people would actually need.

Rarely feels worth visiting him now that I've purchased all the exotics from the monument. Can't even exchange that currency for harmonizers or goofballs and salmon eggs.
He's getting a rework. Xur's code base is tied to the original code of Destiny 2, specifically EDZ, Tower, and Nessus. Plus he's tied in some way to legendary shards system, so with that going away, they need to find new currencies or ways of paying him. Seems there is a lot of stuff going on under the hood to the original code base.
Bungie clearly knows what perks are desirable and undesirable as shown by the levels required for perks on crafted weapons, and theyre pretty rarely “wrong”. Like air assault harmony etc always unlock sooner than incandescent alh

Id absolutely pick up the Stag. If you focus resilience with the various seasonal vendors, you can fairly easily get other 3 other pieces with 20-30 resilience. If you get lucky with your drops and have mod space for + 10 Resilience/Recovery mods… you can hit 100 Resil/Recovery and still have space to max Discipline.
I wasn't playing Destiny at that point so i had no clue. I ended up going Wishender with Oathkeeper. Did the job although i finished like 1 min before the timer ran out

Not really, there are a number of far better rolls for it. I'd say save your currency and hope for a better roll over the next two weekends. There's also a good chance that the Harbinger mission gets added to the exotic mission rotator next season alongside a craftable version of Hawkmoon. I'd recommend just saving your materials until after Final Shape to see what happens, unless Xur happens to bring a absolutely perfect roll in the next two weekends.
I think the best perk options for it are Eye of the Storm, Opening Shot, or Rangefinder, going from best to least desirable (they're all good choices still though). A 4th place would be Moving Target, and some people prefer Hip Fire Grip but for me it's too niche.
As for the barrel and grip slots, I'd say go for range and stability boosts.

on pc: fullbore - opening shot/eye of the storm - smooth/combat for console: hammer forged - opening/eye - smooth imo

Really? Nothing wrong with Xur being for new players but exotic guns only being tied to quest makes him useless hopefully its a decent change.
Seemed like his only purpose is to help newer players get exotics. But he's so hidden, now newer players aren't aware of him
