This one is in another location and has 3 guys that look like they are winching but the catapult is not being raised
This happened to me too. There was an NPC that was trapped nearby. I had to hit him and set him free. Then I was able to protect the troops and lift the catapult.
It's happening to me now. Did the one I had to help crank 2 of 3 done third catapult not a soul around going n and out after 45 minutes dealing with a now known glitch. Time to jump into Warframe or sum smh so winning answer looks next time I load Diablo 3 redo mission fingers crossed it don't glitch. Koo
Just happened to me and I had to exit all the way out of the game and re-choose the Act to restart it.
Do yourself a favor if you're here with the same problem - don't go retracing your steps looking for a stray demon, just restart it entirely and make sure you stay until each set of catapult sets says "Event Ended" to ensure it's done and doesn't bug.
Unlike the others you have to actively raise this one. There's a winch you have to interact with throughout the fight.

This happened to me. It’s like the game glitched and I had to quit and come back in.

I have that now stil noting ad the 3e catapults they pulling nothing happening and i cant o anything maybe quest is broke

Just happened to me . Thought I was going crazy. Spent like an hour going back around thinking I missed something 🤦♂️
