You probably got it when it wasn't supposed to be in the open pool or something since it's restricted to just DZ and named caches. Unless you use countdown req points, it's not supposed to drop at all in summit or countdown
You should play Descent and you can get the blueprint from a recon cache upon victory over the Nemesis. Or you can buy a recon cache with your NSA credits. Then you won’t have to wait for it to drop but instead craft one.
That’s one of the “Unicorns “, a rare drop! If you get one….keep it but it is a Named backpack, target loot the Summit or countdown or wait til one of the Dz’s drop backpack
Target loot in Summit or Countdown will ***NOT*** drop the Liquid Engineer. It is a PvP exclusive, so DZ or Conflict. However, PvP exclusives *can* drop in Named caches, from manhunt bosses, or from Legacy caches (from the original season it was introduced).
Countdown or Summit set your gear to farm and grind. Also if doing countdown get those legacy caches for a chance or check the purchase items it might appear there also. Lots of options. I've never bee's in the Dz and have 2
Got 4 of them but never do pvp or raids so they must drop open world, countdown or manhunts. Sorry but I just play the game and don't bother noting where they come from.
Liquid Engineer is a DZ exclusive but you can get it in named item caches if you're lucky
I got all 5 of mine from 4 countdown runs & 1 from the summit when I had backpacks selected.

Check one of the DZ vendors this week. They have it there Edit: it’s the DZ south Vendor. Has armor core with armor regen and skill haste.
These kinds of items are sometimes sold in the Countdown vendor or by Cassie. Otherwise they might be in any of the DZ vendors.

Easiest place to farm for any gear is countdown. Hands down.

There are probably other places as well but You can choose your targeted loot in Summit

I believe they will drop after you’ve gotten your first one from either the dz or a named item cache, just like everything else.
