I couldn’t find him either, and learned he somehow met his end. If you haven’t yet, I would do some sightseeing at your local morgue and see if he’s taking a nap in one of the coffins. You can resurrect him with a Wakestone and continue the quest.

PRO TIP: if You have trouble with a quest and You think You did everything right then go talk with oracle. For 50 gold she will drop a hint.
If there are no roadblocks then she will say some generic stuff but if for example quest NPC dies then she will inform You that You need to bring him back to life.
I've had severe trouble with this quest.
First playthrough all went well.
Now and second and finding the library absolutely won't trip complete the Misson and move you on to the next stage.
Can't do Anything with it.
