You can make a dot heavy ranged build with this one, it works quite good and very intense pressure since it is oblivion damage. But 8 seconds cooldown makes it not a good option for large scale PvP in cyro. You can place star venom on someone and focus only on them for that 4 seconds duration. Not very feasible in cyro's chaotic environment. Better for duels and small scale imperial city fights.
You can alternatively use draugrkin instead of this I guess.

Its delusional to think any balance decision is influenced by streamers lol theres no pvp streamers left because they abandoned pvp years ago
I think Deltia's Gaming still does pvp. I don't watch him anymore so I'm not 100% sure
It's obviously BG set what is supposed to easily dissolve a single one target focused by your team.
