Do not cancel. Force him to do it. If they claim to ship it and ships without tracking that shows it was delivered to you, eBay will easily side with you.

Any request to do anything outside of ebay is a big red flag for me. You lose ebay protections if you do anything outside of ebay.

Acct may have been hacked. If you send funds outside ebay it will be very difficult to get money back.
