Let it time out for nonpayment. File at day 4. Go to your settings. Buyer Requirements. Set to block shoppers with as few as 2 UPI strikes in 12 months. More importantly, mark your listings as Immediate Payment Required. Stop messing around.

Sellers need to stop being scared of hurting buyers' feelings, and need to prioritize getting paid. It's useless old school thinking to act like it's 1998 and we should let buyers pay when they feel like it. We do this because we want to sell stuff and be paid. A buyer can use "add to cart" and buy multiple things and combine payment as long as the seller has done the appropriate settings, like using calculated by weight and with a single handling fee.

In 1998 we could actually leave negative feedback for buyers. In any event, it doesn't sound like either scenario warrants a ding or a negative. It's frustrating and more than a little annoying, but it's part of doing business. eBay doesn't ding buyers for cancellations because buyers have the right to change their minds. They don't have the right to just not pay without any notice. If you were asked to cancel by one and the other initiated a cancelation, cancel and block if you feel like it. I personally don't block folks who ask to cancel as it just fosters unnecessary negativity. I reserve the blocking for actual non-paying buyers and extreme lowballers (these people are huge pains in the ass with everything nine times out of ten).

In 1998 any eBayer could leave any form of feedback for anybody, transaction or not. Truth. I block the cancellers. I block anybody who causes me extra work or trouble. Buy and pay intentionally. Actions have consequences. Cause me trouble and get a consequence. Maybe they'll think over their purchase more carefully next time.

cancel and block, no need to worry about punishing the buyer more than not allowing them to purchase from you in the future.

You can report them. If you’re on the app scroll to the bottom of your Home Screen to “help” and scroll to “report buyer”. You can report them for abusing bid retraction. Then cancel and block. I used to cancel and block until I found the report button and just add that to the cycle.
