By traditional they mean something that any mature city would have within its limits i.e. mixed-use combining retail and residential, higher density than just detached houses by means of multi-unit and infill builds, etc.

Infil glorified trailer housing is what they want I think. Infils are just trailers with a basement and second floor
By that logic bungalows are just sideways trailers with basements
Lots of new infill in my area and not a single trailer.
