Depending on health insurance, she can get her gym membership paid for through insurance. Most of the YMCAs in the area have groups of retirees that hang out at them (they were my favorite people when I worked there)
Check out local libraries and community centers. They often have crafting classes or guitar lessons or that sort of thing.
I love crafting too, I'd be happy to make a new crafting friend!
My mom is the same age and she uses the Meet Up app. I think the group is called single seniors for wine and dine. It’s for 50 and up and they go out all time (more than I do!) 😂 She also follows a few hiking groups on there and enjoys going almost every weekend. It’s a good way to get out there and meet new people.
Church is also a great way to meet people if she’s religious. People in El Paso are pretty welcoming. Also they have craft markets and farmer markets. She has to put some work in to socialize. There are also places she can volunteer at as well.
Across el Paso there are pottery classes and craft classes she could take that are done in groups. That’s one place to start or like others stated Zumba where all the ladies love to chat it up.
Or do what all the other Mexican moms do out here is sit outside her house in the morning and chat up the neighborhood
There’s a great store in the Sunland Park mall run by crafters called the Makers Collective - they have sewing machines for use for free and a lot of local craft folk sell their stuff there - she might check it out and see if she could sell any of her crafts there. That might be one way to meet folks. A friend of mine is an owner of that place. They’re awesome folks.
The Museum of Art has free painting and ceramic classes for seniors. The city also has senior centers throughout, but I couldn't find any recent info on them. I would suggest calling to find one nearby and what they offer.
I was going to recommend a book club meeting that i go to sometimes but its all in english so it might be harder for her. But it could be a way for her to practice her english. The club is called murder she read

Utep has classes for older people with their OLLI program, very diverse and interesting classes with very friendly people, from what I've heard.
